Teachers in Kentucky have a high turnover rate because of the poor pay and working conditions. The fast turnover has already affected performance in key subject areas because of the lower average level of experience of new teachers. Every student must be taught by qualified teachers to excel and Kentucky State should know that teachers are more responsive to monetary incentives. They still haven’t considered the idea of strategically using compensation as a policy tool to retain experienced teachers. Education system in Kentucky is still school-based management where the school is the primary unit of educational decision making. Responsibility of budget and curriculum is placed at school level rather than district level. Parents also have greater control over the educational process in rural Kentucky because of too decentralized school system. The state in its attempt to improve education developed programs for online learning like Kentucky Virtual Adult Education, Kentucky Virtual High School, Kentucky Virtual Library, and Kentucky Virtual University. At present Kentucky was noted to be the only one among the sixteen states that requires time to be set aside for teacher’s development.
