The Missouri State Teachers Association established a MSTA website for members to keep them updated professional development programs, student group’s news, and something not common among teacher’s association websites – the MSTA cookbook. Recipes were submitted by MSTA’s members and staff, was spiral bound and sold at minimum cost. The recipes of soups, entrees, desserts are sure to please busy teachers and their families. The website also provides update on Missouri salary schedule and benefits report. A school ability to pay teachers largely depends on its pupil-teacher ratio besides their ability to manage classroom spending. This fact Missouri has responded by creating STARR. STARR is a state level professional development program created under the outstanding schools act provisions. They meant to utilize human resources by selecting teachers as regional resources. In this program teachers were being recruited to learn about and share on their colleagues instructional practices. This proves more effective in helping out students to become successful in school for the past twelve years. The program was sponsored by the Missouri Department of Elementary and Secondary Education. This is seen to provide an exciting innovative and motivational professional development program for teachers in Missouri. Since district’s student enrollment is a powerful determinant of its ability to pay educators, Missouri’s emphasis is always on school improvement through the use of authentic instructional techniques to teach students to become actively involved in their own learning. Missouri veteran teachers were considered as highly qualified by US Department of Education. Still they haven’t met the total percentage requirement for educators meeting highly qualified standards.
