A state legislation was passed mandating that all 4 year olds must have access to the state preschool by the year 2012-13. The length of the program was locally determined but a minimum of at least 12 hours per week is required. West Virginia believes that schools are its teachers and so they are extending help to offset the cost of assessment fess for the National Board Certification. Funding is available for first time and retake candidates through federal subsidy. An incentive of $3,500 yearly salary supplement is also given to teachers who passed the National Board Certification applicable for the life of the certification. It provides quick access to interactive research based instructional strategies and technology tools that may be used at the comfort of their homes. The goal is to transform West Virginia schools to 21st century learning centers. To materialize action plans, West Virginia established WV K12 Education Job Bank displaying all teaching jobs including RESA jobs and Job Flash service. RESA jobs are jobs needed by the Regional Education Support Agencies while Job Flash service is an email service that sends a list of the jobs posted on the job bank to the applicant’s inbox everyday. The National Board Certification is regarded by the state as the most prestigious credential their teachers may earn where it has continuously created a positive impact on improvement in teacher’s practices, teaching methodology and school improvement noted critical to raise any student’s achievement. The key is to better schools performances by transforming learning environments through teaching. And the state believes that the goal can only be achieved by fully supporting their teachers’ effort to earn the credits through funding and other monetary incentives. Recent studies showed significant gain in math, reading and language art skills. This has been credited to the effective use of technology integrated to classroom learning. The long term statewide learning technology program was effective. Investments made on teachers training, technology design and system design in full technical support have been powerfully changing present school system to the most productive way.
